About the Board:

The Board is composed of five district citizens elected by the district voters who serve staggered four-year terms. Their authority is established by the Washington State Legislature (in Section 28A of the Revised Code of Washington) and they act under the direction and restrictions of state law. Acting as secretary to the School Board, the Superintendent is responsible to them for implementing policies and for operation of the schools.

Responsibilities:

In Washington state, school board directors collectively govern the district through five primary responsibilities:

  1. Strategic leadership
    Establish the district’s vision, mission, priorities, and measurable goals; adopt policies; and monitor whether students are making progress.


  2. Fiscal responsibility
    Adopt and oversee the district budget, monitor financial health, align resources with district priorities, and decide whether to place levies or bonds before voters.

  3. Executive oversight
    Hire, supervise, support, and evaluate the superintendent. The board holds the superintendent accountable for district performance but does not manage daily operations or directly supervise staff.

  4. Public representation
    Represent the interests and values of the community, provide opportunities for public input, communicate transparently, advocate for students and for public education, and conduct business through open public meetings.

  5. Legal and ethical stewardship
    Make informed decisions, act in the best interests of students and the district, avoid conflicts of interest, uphold district policies, and ensure compliance with federal and state laws.

Individual directors do not independently direct employees or make district decisions. Legal authority rests with the board acting collectively in a properly convened meeting. These responsibilities are described by the Washington State School Directors’ Association and supported by Washington law, including RCW 28A.320.015.

Meetings:

Regular school board meetings are held in the Board Room of the District Administration Building located at 619 W. Bartlett Avenue, Omak. Meetings take place at 5:30 p.m. on the fourth Tuesday of each month. (The exception may be in December, if needed to accommodate the Christmas break.) Board members welcome and appreciate community involvement and input regarding the operation of the district. They can better represent the community when district residents, students, staff members and parents take time to express their opinions and raise questions. All citizens are encouraged to attend Board meetings.
